What do we promise?

We ensure the submission of the application for upgrading the railway, bus and bicycle infrastructure to the responsible institutions of the European Commission. We advocate appropriate inter-city, inter-regional and cross-border routes and frequency connections, both bus and rail public passenger transport and other forms of sustainable mobility, including e-mobility.

Network in Slovenia

Core TEN_T (Trans-European Transport Network) in Slovenia has 510 kilometres of railway lines, while comprehensive TEN_T has 107 kilometres of railway lines.

With the Alliance we propose up to 330 railway kilometres of existing lines and 30 kilometres new railway kilometres to be signed additionally into the core TEN-T.

As far as comprehensive TEN_T is considered we propose all regional lines in estimated length of 365 railway kilometres and 125 kilometres of new railway lines to be signed into the comprehensive TEN_T.

Magnificent Eleven. Four Core and
Seven Comprehensive Cross-Border Railway Corridors

The core TEN_T, Trans-European Transport Network, connects the most important hubs in Europe. This network will be built with the help of European Commission funds until 2030. The extended core network is made up of priority sections of the comprehensive network and will be built with the help of EC funds until 2040. Finally, the comprehensive network covers all European regions, which will be completed with the help of EC funds until 2050.

  1. Because railway and other sustainable modes of transport provide cost-effective mobility for all solutions that benefit the economy, protect the environment and ensure that cities and regions develop and prosper while granting well-being to the population.
  2. Because reestablishment of the cross-border railway missing links and connections represents one of the biggest opportunities for enhanced mobility, economic and sustainable development in European Union border regions.
  3. Because current mobility habits in Slovenia and further in Central and Eastern Europe dominated by private motorised modes result not only in increased congestion and pollution but also reduce economic progress and social cohesion.

what is the timeline of upgrade proposals?

Upgrade railway lines proposals are done in the name of our member and partners. Simultaneously we will re-establishing frequent border railway border connections of Slovenia with all of its four neighbours.

Whom do we represent?

We propose railway and cycling infrastructure upgrades as representatives of our institute's members, who are mostly companies but more and more also cities, municipalities and regions. At the same time we also form partnerships with economic chambers and regional development agencies. We accept and have several personal members too in the MBTT Club.

Timeline of the TEN_T upgrades

Upon available information the process of the signing in a railway line into TEN_T takes two to three years. The process of confirming the co-investment of the European Commission takes six years. To be on the safe side, we presume the first upgrade projects—of the signed into the core TEN_T 360 railway kilometres and of the 515 railway kilometres into comprehensive TEN_T—to start by 2030.

Formal background

Railway is considered one of the critical infrastructures of the 21st century.

Sustainable mobility through the Green Deal of the European Commission is the key focus of the whole of Europe. Over the ocean, President Biden has launched America is back on track initiative. China has its Silk Belt and Road Initiative.

At the same time, today five EU neighbour countries–Slovenia, Austria, Croatia, Hungary, and Italy–still don’t have the railway connections and all the railway border crossing they had already before the second world war. It’s about time we change that. Former Yugoslavia closed eight out of eleven railway border crossings on the Slovenian border with Italy, Austria, and Hungary.

We advocate reconstructing missing links at the railway border crossings of Slovenia with our neighbours through a plan to upgrade the current 1,207 kilometres of the railway lines to 1,385 kilometres of the railway lines. Our plan and railway corridor proposals are in accordance with the:

Society needs the mobility of the population, and in particular the economy needs employees who are able to transport safely and efficiently on a daily basis. Workers need frequent and cost-effective daily local, interregional and cross-border connections.

Together, we will ensure that all cross-border railway crossings are upgraded to railway infrastructure standards in the European Union. This will provide new opportunities for railway operators and thus an appropriate frequency for cross-border railway connections.

Cities and municipalities will get a radically modernized and upgraded railway infrastructure: railway lines, stations, and stops with appropriate bus stops, and the introduced standard of multi-level railway crossings and intersections with roads. In this way, we will enable the coexistence of all types of mobility, both for passenger and freight transport.

Intercity buses as importers and exporters for railways. No duplication and inadequate routes, frequencies and timetables!
In society, we need the mobility of the population, not only in the economy but also in the public and non-governmental sectors. Daily, even multi-hour journeys to work by personal transport, non-coordination of timetables of intercity bus and rail public passenger transport, the cut-off of border regions, daily traffic jams in all city centres, industrial zones, city outskirts as well as on ring roads are completely unnecessary.
European perspective

How are the plans & proposals
presented related to the TEN_T
(Trans-European Transport Network) plans?

The objective of the TEN_T policy is improved use of infrastructure, the reduced environmental impact of transport, enhanced energy efficiency and increased safety. TEN_T is divided into three ‘layers’.

Core Network includes the most important connections, linking the most important nodes, and is to be completed by 2030.

The Extended Core Network is defined on the basis of priority sections of the comprehensive network, which the European Commission intends to complete by 2040. Together with the core network, it represents the backbone for a sustainable multi-modal transport network and should promote the development of the entire network.

Comprehensive Network covers all European regions and is to be completed by 2050.

TEN_T policy is implementing a Europe-wide network of railway lines, roads, inland waterways, maritime shipping routes, ports, airports, and railroad terminals. It has the ultimate objective to close gaps, remove bottlenecks and technical barriers, as well as to strengthen social, economic, and territorial cohesion in the European Union (EU).

Additionally, as part of the Green Deal and in order to decarbonise transport, the European Commission plans to reduce transport emissions by 55 percent by 2030 and to 90 percent by 2050. In order to get there and achieve the Paris agreement standard, EU provides funding for railway infrastructure also through the EU Cohesion Policy.

At the Mobilitatis Omni grouping, we have identified all missing cross-border railway links and connections in Slovenia, including all neighbouring border regions in Austria, Croatia, Hungary, and Italy. By re-establishing and upgrading the railway infrastructure and re-building the missing links, we will make a significant contribution both to the radical improvement of sustainable mobility and to economic progress and social cohesion.

We need, of course, to de-carbonize transport and make certain that we are delivering on the Paris agreement – by the year 2030 as indicated by our president von der Leyen, with the de-carbonisation of 55 per cent and 90 per cent by 2050.
